ElifasLuaanda
Mr. Elifas Luaanda is a Development Finance Expert (Project Finance, Public Private Partnership, Infrastructure Finance), having worked in the private, non-profit organization and public sector. He is a Co-founder and former Acting Director and Deputy Director at the Public Private Partnership Unit (PPP) within the Ministry of Finance, Namibia. He also held positions of Head Finance and Property/Procurement Manager at the Motor Vehicle Accident Fund. He has over fifteen years of working experience and currently an Independent Consultant for the University of Namibia (UNAM) – Consultancy Bureau and Namibia Institute of Public Administration and Management (NIPAM) and Utho Capital, South Africa.
He worked with a number of International Development Partners such as KfW, World Bank, EU, IFC, AFD, ALSF, AfDB, GiZ, and DBN whereby he facilitated funding for Namibia government fromvarious projects. He serves in the Board of Mergence Namibia Infrastructure Fund Manager and chairs the Investment Committee, a private equity managing pension fund money with the mandate of infrastructure development. He used to serve as a member of Bid Evaluation Committee at the Ministry of Finance during the period of 2017 – 2019.
Elifas has worked on a number of projects ranging from the development of business plans including financial projections, preparation of projects bidding documents, bid evaluation; and assessment of feasibility studies for projects such as renewable energy, government office building, Seaport, Airport, health (Dialysis and Pediatric Intensive Care Unit), railway, water, agriculture and development of affordable housing through PPP mode. In addition, Elifas on a number of occasions was invited as a Guest Lecturer for Public Procurement and PPP subject at the Namibia University of Science and Technology (NUST) in 2017-18. He participated on a number of international forums as speaker and moderator; Kampala, Uganda PPP conference in 2019, Amman, Jordan (Presentation-the status of Windhoek International Airport) at the workshop organized by International Finance Corporation (IFC) in 2017, Cape Town, South Africa (Africa PPP Conference – 2017 and 2018), Windhoek, Namibia, Lithon Infrastructure Urban Conference 2018, Namibia University of Science and Technology (NUST) PPP discussion 2019; and Lusaka, Zambia (Africa Hospital Expansion Summit – 2018); 4th Annual Infrastructure Project Financing conference Johannesburg, SA July 2019
