Mr. Elifas Luaanda

Mr. Elifas Luaanda is a Development Finance Expert (Project Finance, Public Private Partnership, Infrastructure Finance), having worked in the private organization and public sector. He is a Co-founder and former Acting Director and Deputy Director at the Public Private Partnership Unit (PPP) within the Ministry of Finance, Namibia. He also held positions of Head Finance and Property/Procurement Manager at the Motor Vehicle Accident Fund.
He worked with a number of International Development Partners such as KFW, World Bank, EU, IFC, AFD, ALSF, AfDB, GiZ, and DBN whereby he facilitated funding for Namibia government from various projects.
Mr. Luanda serves in the Board of Mergence Namibia Infrastructure Fund Manager and chairs the Investment Committee, a private equity managing pension fund money with the mandate of infrastructure development.
